Following his military service, he returned to Rudall Carte but left in 1959 to establish himself as an independent flute maker. Over the course of his career, Cooper crafted around 80 C flutes, 8 alto flutes, 2 piccolos, and 3 bass flutes in C. His most significant contribution to the field was the development of the Cooper Scale, which precisely determined the size and placement of tone holes on the flute. This innovation greatly improved tuning and intonation and has since been universally adopted by major flute manufacturers, including Brannen Brothers.
